Please read the following quotes from The Urantia Book on the existence of Hell. The book gives us some history of the concept of hell, as well as what constitutes what we might call the “ultimate punishment.” And of course, Jesus revealed—and The Urantia Book continues to reveal—the reality of the loving heavenly Father, who is compassionate and merciful as well as just. His entire attitude towards his created beings is one of love…as God IS love.

Early man entertained no ideas of hell or future punishment. The savage looked upon the future life as just like this one, minus all ill luck. Later on, a separate destiny for good ghosts and bad ghosts–heaven and hell–was conceived. (86:4.7)

Thanks for asking this question. I think you can see that The Urantia Book does not teach such a terrible possibility as a place called “hell.” Nor does it teach anything about God that would lead even a sinner to fear such terrible retribution. Of course, there are consequences to sin, but “hell” is not one of them…
