I would rather that life as we know it here is the only factor in consideration. The Universe can take care of itself, and for the most part, if they have something to say about how this world works, from history, they have done a poor job of it. So, any unseen administration that can apply influence in order to make corrections, would seem to have been derelict in there duties, where experimentation has taken precedence over positive action. If the UB is the result of this action, then I would expect that it is up to us to set things right, hopefully with the help of Admin? It has been stated in the UB that what they have learned here, has helped them with issues elsewhere in the universe, so does that mean that we are the ones to suffer these experiments for the betterment of the universe? Sounds backwards to me.

Perhaps the administration has taken all the positive action that's necessary, taking what the Urantia Book says this world is all about. It's most apparent this is a very rare world. A world where the most valuable wheat known to grow in the universe (us) can be separated from the most deplorable chaff. Nowhere else in the universe does wheat like us exist. Very rare and very valuable.

I tend to agree but, the Admin is still functioning, but I believe under different methods from when the UB was first drafted. It might also, seem that they may take advantage of our scientific advancements which have come about over these many years. Although, still having the abilities as presented in the UB, but with interaction through our being.

It's the actions we choose that make us valuable.

In other words, the more trouble and pain, the better it is. This is why Jesus came here to live. Because he knows what's good.

I doubt that life on Urantia is so peculiar. The Mortal Epochs evolutionary and progressive format is shared by all worlds and all worlds and all people on all worlds must experientially choose the spirit nature and transfer our personal identity from mortal mind to spirit mind. This is not an easy transformation. Urantia is not being punished, and while there is much suffering and confusion, almost all of that is determined solely by free will choices and priorities which still await greater enlightenment and experience and love for one another. But progress we do.
There is no meaning or value in blaming the administration with such a short time unit perspective as the impatient mortal life for what is truly more normal than we might wish to think. The hammer and anvil are universal. Others in Nebadon might get quite the belly laugh by those who say or think that our little world has been neglected or abandoned...on this world of 10 million worlds...this little Shrine of Nebadon....the one world where its Creator walked among us and loves us in ways we cannot imagine.
9:1.8 (100.2) In addition to this supercontrol of energy and things physical, the Infinite Spirit is superbly endowed with those attributes of patience, mercy, and love which are so exquisitely revealed in his spiritual ministry. Part IV -The Jesus Papers -- had a little different origin. They were produced by a midwayer commission and were completed one year later than the other Papers. The first three parts were completed and certified to us in AD 1934. The Jesus Papers were not so delivered to us until 1935." (History, Page 000309).
The Urantia Papers say: "This group of papers was sponsored by a commission of twelve Urantia
Midwayers acting under the supervision of a Melchizedek revelatory director. The basis of this narrative was supplied by a secondary midwayer who was onetime assigned to the superhuman watchcare of the Apostle Andrew."
Dr. Sprunger, in his tape on origin, says: "As you recall, at the Lucifer rebellion, there was a great loss of midwayers, and the United midwayers were somewhat gun-shy of this attempt to bring what is the fifth epochal revelation to humankind. And so they decided they would guard against this by having a group of the United Midwayers challenge the authenticity of the instructions to do this. Maybe there was another Lucifer directing this, you know. And so this committee put through a suit to the local system. The courts there wouldn't touch it. It went on up the constellation. They wouldn't touch it. It went up to the local universe government. The courts there wouldn't touch it. It went up to the superuniverse courts. And eventually the courts there, the Ancients of Days, not only approved it, but Sadler told me they gave it - and he pronounced the word that they gave - it was a word -that they had priority, and no one was to interfere with their work. And you should have heard the celebration among these midwayers when this approval came through."

While I can't comment on the actions and decisions of Gabriel in relation to the Lucifer Rebellion or the UB given my limited comprehension of the text, one thing did stand out to me that I feel I can contribute to the discussion of:
Adjuster do not reside in time. They actually traverse space instantly, without time.
I disagree with this assessment based on the following text:108:1.9 (1186.7) When once the Adjusters are actually dispatched from Divinington, practically no time intervenes between that moment and the hour of their appearance in the minds of their chosen subjects. The average transit time of an Adjuster from Divinington to Urantia is 117 hours, 42 minutes, and 7 seconds. Virtually all of this time is occupied with registration on Uversa.
While the adjuster is not a time-conditioned being (their creation is not predicated on a sequence of events), they are still forced to operate within the time/space boundaries of evolutionary space. The bestowal of an adjuster does not initiate an immediate fusion - the event of fusion must still be conditioned by the volition of an evolutionary being making progressive choices that are informed by experience and growth. In other words, they must patiently wait (in time) for their subject to acquire the necessary experience to make a final decision in regards to all future action. This waiting period is not a static and reactionless passing - they are always actively working towards a desired outcome (action in time).
Since adjusters indwell mortal minds who inhabit evolutionary space, I would posit that they in fact reside in
time (at least temporarily); a long sequence of events and choices must be endured, and the outcome is not pre-determined so constant volition (action) must be undertaken. In my mind volition (action) is movement (growth/expansion/ascension) through the successive periods. All of this movement must occur through
time, nothing is immediate or inevitable. Adjusters are not changeless and/or complete - growth through experience and successive training occur.109:1.4 (1196.1) Adjusters pass through a definite developmental career in the mortal mind; they achieve a reality of attainment which is eternally theirs. They progressively acquire Adjuster skill and ability as a result of any and all contacts with the material races, regardless of the survival or nonsurvival of their particular mortal subjects. They are also equal partners of the human mind in fostering the evolution of the immortal soul of survival capacity.
109:1.2 (1195.3) I have been told by Personalized Adjusters that every time a Monitor-indwelt mortal fails of survival, when the Adjuster returns to Divinington, an extended course of training is engaged in. This additional training is made possible by the experience of having indwelt a human being, and it is always imparted before the Adjuster is remanded to the evolutionary worlds of time.
