Please how do you understand the phrase "home city of Herod", the place were he was born? his place of residence?

(1410.5) 128:2.6 The moral standards of this home city of Herod Antipas were so far below those of even the caravan city of Nazareth that after six months’ sojourn at Sepphoris Jesus was not averse to finding an excuse for returning to Nazareth. The group he worked for were to become engaged on public work in both Sepphoris and the new city of Tiberias, and Jesus was disinclined to have anything to do with any sort of employment under the supervision of Herod Antipas. And there were still other reasons which made it wise, in the opinion of Jesus, for him to go back to Nazareth. When he returned to the repair shop, he did not again assume the personal direction of family affairs. He worked in association with James at the shop and as far as possible permitted him to continue oversight of the home. James’s management of family expenditures and his administration of the home budget were undisturbed.
The place were Herod was born?

It is unlikely this is Herod's birthplace. Sepphoris was the capital city of the kingdom Herod was bequeathed (Galilee) as his one third interest in his father's kingdom. Antipas ruled from here and built great Roman monuments here and in Tiberius. The city is mentioned many times in the UB and had a long and colorful history long after the times of Jesus too. Herod the Great (Antipas's father) ruled a much larger kingdom eventually but it I noted that originally Galilee was also his original kingdom so it is possible that Antipas was born there too. I can't tell for sure from the historical record where Antipas was actually born but Sepphoris was definitely his own capital city by inheritance and Roman approval of his father's last will.

In 4 BCE Sepphoris was the administrative center of the Galilee. After Herod the Great's death a zealot from the Galilee, named Judas, attacked the city and sacked it, taking its treasury and weapons. He used them to stage a revolt against the Romans. As a result, Varus, the governor of Syria, came to squelch the uprising, and in the process, completely destroyed the city.

Herod Antipas, like his father, was a great builder and being the tetrarch, decided to rebuild the city and return it to its function of the administrative center of the Galilee. He resided and governed the Galilee from there until the new capital at Tiberias was built in 20 CE which then became his official residence. (135:12:1)

Incidentally, 4 BCE is when Jesus and his family returned to Nazareth. His father found work in Sepphoris during Herod Antipas' rebuilding project. That is also where Joseph died. Jesus later went to Sepphoris to work but eventually quit when the man he worked for contracted with Antipas to build both in Sepphoris and Tiberias.

Yes, it might just been his place of residence while governing Galilee.
